The first number represents the adjacent row of lit tiles, i.e. the number 2 would indicate that two tiles in that row or column must be lit next to each other.
The second number means that there are two separate groups of tiles that are not adjacent. For example, one and two would mean that there is only one lit tile and two adjacent lit tiles.
